HYDERABAD: State BJP president Bandaru Dattatreya has challenged the Government to come forward for an open discussion on the rising prices of essential commodities instead of making false claims.

Mr. Dattatreya, who was addressing a human chain formed at Liberty Circle as a part of the Jan Jagaran agitation of the party on Tuesday, said the Government was least bothered about the price rise and no essential commodity was available at an affordable price even after Ministers issued statements of controlling the price rise.

Black marketers

Onions are selling at Rs. 16 per kg despite the Government promising to supply at Rs. 6.50 per kg.

Black marketers have stored more than two lakh tonnes of pulses leading to price rise but the Government has so far not raided a single dealer.


He reminded that Congress president Sonia Gandhi had warned all the Congress Chief Ministers to control prices at a special meeting held last year, but the prices have only spiralled.

He said Chief Minister Y.S. Rajasekhara Reddy has proudly claimed that ration cards have been increased from two crores to four crores but there is nothing in the ration shops to supply.

10 litres

Earlier, white ration cardholders used to draw 18 litres of kerosene, but now that is reduced to 10 litres only.

He said the "Jan Jagaran" agitation would continue till February 15 all over the State.

Later, he released a list of comparative prices of essential commodities during the National Democratic Alliance (NDA) and United Progressive Alliance (UPA) Governments (see graphics).

HYDERABAD: The State Bharatiya Janata Party has expressed satisfaction at the party's performance in municipal elections saying it has a secured sizable chunk of votes, though it was unable to win many seats.

At a briefing after the meeting, K. Laxman, general secretary and S.V. Seshagiri Rao, vice-president, said the indirect elections brought in by the Congress had led astray the electoral strategies of all political parties and vitiated the political atmosphere. Even the TDP, the main opposition party too had failed to turn into votes for itself, notwithstanding "the anti-Congress" feeling among people.

The BJP leaders said in the co-operative elections scheduled in October-end, the party would go it alone, as it would in next year's elections to panchayat bodies. After the elections, around the first week of November, a 3-day "Chintan Baithak" would be held to finalise electoral strategy and the party's roadmap until the next general elections.

Mr. Laxman said a two-member committee would be constituted to look into "acts of indiscipline" in Anantapur and East Godavari districts. Five party leaders had been suspended for going against the party's whip in Dharmavaram. The action of party MLA from Pithapuram Dora Babu had raised a storm in the party where he was quoted in the media as having said that it was only in the interest of development that he had asked people to vote for the Congress.

HYDERABAD: State BJP president B. Dattatreya on Sunday flagged off scooter rallies in Khairatabad and Jubilee Hills areas to campaign in connection with the party’s Prime Ministerial candidate L.K. Advani’s public meeting here as part of ‘Vijay Sankalp Yatra’.

Flagging off the rallies, he urged the cadres to visit every household and create awareness on the reasons for the economic situation, price rise and vote-bank politics. He told them to highlight problems like bad condition of city roads. Greater Hyderabad BJP unit president Chintala Ramachandra Reddy led the Khairatabad rally.

WARANGAL: The Senior BJP leader and former Union Minister, Bandaru Dattatreya, began his 24-hour hunger strike here protesting against the `indifferent attitude' of the State in stalling the Babli and other projects being constructed by Maharasthra.

Accompanied by party leaders, Mr. Dattatreya launched the hunger strike near the Collectorate.

Addressing the gathering, he said the Government had come up with plans to construct 26 irrigation projects at an estimated cost of Rs. 45,000 crores.

But, it had failed to ensure water allocated for each project and to prevail upon Karnataka and Maharasthra to stop unauthorised construction of irrigation projects.

"The projects being pursued by the neighbouring states are going to deprive water for farmers of Andhra Pradesh. The Government should have taken up the issue with the Centre and Central Water Commission," he pointed out.

"The ongoing Babli project in Maharasthra aims at utilising additional Godavari waters unauthorisedly. It will stop the water flowing into the SRSP which is catering to the needs of farmers in north Telangana region. Karimnagar and Warangal towns will be deprived of drinking water.

If the Government fails to sort out the issue with Maharasthra, the BJP will intensify the agitation," he said.

The BJP leader also found fault with the State Government for pursuing the projects like Pulichintala that were resulting in regional differences.

He advised the Government to complete Ichampalli project before going ahead with Pulichinthala. "The BJP wants the Government to ensure 800 tmc of Godavari waters to Telangana region which is its rightful share," he said.

    KARIMNAGAR: BJP State president Bandaru Dattatreya alleged that the Congress is conspiring to weaken the introduction of the private member's Bill on Telangana in Parliament and deliberately disallowing voting on the Bill.

    Reacting to reports about the private member's resolution being rejected due to lack of quorum in Parliament on Friday, he said that "it is the responsibility of the Government to ensure quorum in Parliament.'' The Congress Government with an ulterior motive was trying to obstruct the introduction of the private member's Bill in Parliament by ensuring that there was no quorum, he said.

    Assures support

    Earlier, the BJP State president announced unconditional support to the Congress if it introduces the Bill on the formation of Telangana Sate during the winter session of Parliament. "We will withdraw our private member's Bill on Telangana and support the Congress if it introduces the Bill in Parliament.

    Formalities complete

    Addressing a press conference here after releasing copies of the State of Telangana Bill 2006 to the media here on Friday evening, he said, "We have completed all formalities for formation of Telangana by preparing the Bill."

    HYDERABAD: Andhra Pradesh Congress Committee president K. Keshava Rao has said that the recent anti-reservation stir in northern States reflects the degeneration in politics as the agitation targeted a Constitutional amendment by Parliament.

    "How credible is such politics of upper castes?" he asked at a meeting organised by State BC Welfare Association here on Sunday.

    Mr. Keshava Rao said that those opposing reservations expressed their anger in a manner that everything was over for the country by the 27 per cent quota for OBCs.

    They made a hollow claim that merit was a casualty in the process. Merit could be judged only after students underwent courses. They should be evaluated on an even keel to know their worth, he said, adding that merit had no meaning before students joined a course.

    `Increase seats'

    The APCC chief maintained that Congress was committed to implementing the quota for OBCs.

    The Government could increase seats for other castes to make up for their shortage owing to the implementation of the quota but the rule of reservation should be followed for the hiked seats as well.

    BJP Secretary B. Dattatreya said that BCs could not expect justice unless they got political reservations. Association president R. Krishnaiah also spoke.

    YADAGIRIGUTTA (Nalgonda): The Bharatiya Janata Party (BJP) on Thursday launched a signature campaign in support of separate Telangana in this village which is the foothill of the abode of the famous Laxminarasinha Swamy temple.

    The campaign kicked off with a 15-day yatra undertaken by BJP national secretary N. Indrasena Reddy. It was flagged off by State president Bandaru Dattatreya.

    The party leaders and activists offered prayers to the presiding deity of the shrine uphill before participants in the yatra commenced their journey to collect thousands of signatures from people in 300 villages across 25 mandals of Nalgonda district till January 20. The party will take up a similar campaign in other Telangana districts from Friday. A large number of BJP workers will carry the signatures to Delhi by a special train for submission to the President of India next month.

    Special attraction

    An attraction of the event was the presence of a former village sarpanch Vemula Laxminarsaiah, who had handed over to Fazal Ali, chairman of the States Reorganisation Commission, a resolution passed by Yadagirigutta gram panchayat demanding separate Telangana in 1955.

    Mr. Laxminarsaiah, who is 83, was sarpanch from 1955 to 1995. He said he had followed up the resolution by personally calling on Fazal Ali at Delhi but the latter gave no commitment.

    Mr. Dattatreya told a public meeting that the yatra was aimed at mounting pressure on the Centre to concede separate Telangana before next elections. It was not a political or an election stunt.

    Mr. Indrasena Reddy said the campaign was launched to make the demand for Telangana State heard in political circles in Delhi.

    He expressed confidence that the BJP will return to power and concede the demand.

    Former Union Minister Ch. Vidyasagar Rao said the BJP would not allow the slogan of separate State to die down though attempts were made in that direction by trying to bring to the centre-stage of politics film stars like Chiranjeevi and Balakrishna.

    HYDERABAD: Commuters of Multi Modal Transport System (MMTS) on Friday urged the government to operate additional services and open more ticket counters besides better security system on trains.

    They gave vent to their grievances to former Minister of State for Railways Bandaru Dattatreya, who was one of the key persons behind the launch of the services during his stint at the Centre. Mr. Dattatreya, also the State president of Bharatiya Janata Party (BJP), travelled in an MMTS train from Faluknuma to Lingampally in the morning to study the state of services.

    During his journey, the commuters complained of many inadequacies beginning from poor public announcement system to lack of complaint cell.

    One lakh commuters use 87 MMTS trains in twin cities daily on an average. The patronage growth, in fact, has been phenomenal ever since the services have begun as there were only 11,000 commuters travelling in 47 trains during 2003.

    Despite good occupancy levels over the years, limited trains were being operated during peak hours, commuters pointed out. Giving an example, they explained that after one train at around 9 a.m. from Huppuguda to Secunderabad, the next train was available only at 10.25 a.m. “There is a great need to increase frequency of services”, pleaded Shiva Kumar, a passenger. More than boarding an MMTS train, it was very difficult to obtain a ticket as a majority of the stations were equipped with just one exclusive MMTS ticket counter, said several passengers.

    Poor security

    “We are invariably greeted with serpentine queues at the counters,” bemoaned another passenger Savithri. “There is poor security at the stations and miscreants are causing nuisance especially at nights. We do not know where to lodge our grievances too,” she added.

    MMTS passengers were quite clear that they preferred the public transport system despite all the problems as it helped them reach their destinations faster besides avoiding heavy traffic on the roads. But, passengers like Shaik-Ur-Rehman were also critical of the local trains being halted “indiscriminately” at stations like Sitaphalmandi whenever the line had to be cleared for movement of express trains.

    Talking to presspersons later, Mr. Dattatreya echoed the sentiments of the commuters and observed that the MMTS trains should be operated on special corridors with additional platforms and ticket counters.

    He lamented that the Railway Board was reluctant to launch MMTS Phase II works though several representations were made. “It’s time to take up the second phase as it would not only generate more earnings but also aid in decongesting the city roads,” he pointed out.

    Bandaru touches upon common man’s issues

    He looks determined to bag the seat that placed him in the Union Cabinet in the previous government. After a “surprise” loss in the last elections, he is taking no chance this time and hitting the lanes and by-lanes, so familiar to him, early in the morning. He reminds people of what he has done for the city and not just his constituency.

    The BJP candidate for the Secunderabad LS seat, B. Dattatreya, kicked off his campaign in style from Warasiguda on Wednesday helping a labourer download coconut bags from a lorry and kissing an infant even as his followers reminded that it all reflected his simplicity and down-to-earth nature. As his specially designed vehicle fitted with mikes, along with his followers on bikes snaked through the small lanes inviting curious people to come out of their house, Mr. Dattatreya raised issues that touched the common man. He raised the issue of the spiralling prices of essential commodities and how hard the middle and lower income groups were hit. “But this government talks high of its performance when people have to spend Rs. 30 to buy a kg of rice despite bumper crop in the last five years,” he said.

    Mr. Dattatreya alleged that corruption levels of the Congress have not just affected individuals but the State itself. He said people had to lose Metro Rail due to the greed of Mr. Rajasekhara Reddy and they should question this government. “I was instrumental in getting money for MMTS, Krishna water, flyovers and Vambay houses in the city,” he reminded them. But this government concentrated more on selling lands and less on people’s welfare.

    Mr. Dattatreya didn’t confine himself to just local issues, but also national issues like the failure of the UPA government in containing terrorism.He talked about how the blasts in Hyderabad shattered the confidence of the common man and the image of the city.Accompanied by the Secunderabad Assembly seat candidate Shanigarapu Ramesh Chakra, he campaigned in Warasiguda, Mohdguda and Chilkalguda divisions.

    HYDERABAD: Former Union Minister and BJP secretary Bandaru Dattatreya has urged the State Election Commission (SEC) to order for videorecording of the polling process during the mandal and zilla parishad elections on June 28 and July 2.

    Alleging that the Congress was resorting to misuse of official machinery and using the police to harass the Opposition party cadre, Mr. Dattatreya wanted the SEC to act impartially and ensure free and fair elections.

    Talking to reporters here on Tuesday, the BJP leader said videorecording of the polling process would deter political parties from using pressure tactics on voters.

    He also alleged that liquor was flowing freely in the districts where elections were being held on Wednesday. He accused the ruling party and the TDP of `liberally' distributing money and liquor to woo voters.

    HYDERABAD: State BJP president Bandaru Dattatreya on Sunday demanded an enquiry by a sitting High Court judge into the multi-crore District Primary Education Programme (DPEP) scam.

    At a press conference, he wanted School Education Minister N. Rajyalakshmi to step down owning `moral responsibility' for the scam, `which could be of the order of Rs. 200 crores'. Disputing Chief Minister Y.S. Rajasekhara Reddy's claim that the Government had taken action on its own, he said the scam was first brought to light by the media.

    G. Kishan Reddy, BJP floor leader, demanded a white paper on all assigned lands, including the extent of encroachment.

    The party was opposed to regularisation of agricultural lands, he added.

    Q & A: Bandaru Dattatreya

    'We want to become the second force'


    Suave and soft-spoken, Bandaru Dattatreya, Union Minister and MP from Secunderabad in the dissolved Lok Sabha is one of the BJP's senior-most leaders in Andhra Pradesh. Amid the din and bustle of the election campaign, he talks to Y. Mallikarjun on a variety of issues, including the BJP's equation with the TDP and his party's strategy . Excerpts from an interview:

    Won't the tie-up with the Telugu Desam Party affect your party's growth in the long run? The BJP could end up like the Left parties, which secured 35 seats with the TDP but fared miserably after breaking with it.

    The BJP can't be compared with the communists. Ours is a mass-based party and we have our cadre. The alliance had benefited us both and without the tie-up, the BJP would not have won the dozen Assembly and 7 Lok Sabha seats. Similarly, the TDP had managed to win with narrow margins in 70-75 constituencies. Without us, [the] TDP would not have come to power. The alliance is a political compulsion as the BJP's main aim is to ensure that the Vajpayee Government returns to power at the Centre.

    In 1999, you were given 24 Assembly and 8 Lok Sabha seats. Why was the party, despite claims of growth, not given more than 27 Assembly and 9 Lok Sabha seats to contest this time?

    The BJP's following has increased. This time if we win even 19 seats as against the 12 seats we had in the dissolved House, it will be a sizeable improvement.

    Our strategy is to become the second force here. We are strong in Telangana, we are now concentrating on coastal Andhra and Rayalaseema.

    The alliance will not affect our growth. We have the potential to win 40 to 50 Assembly seats in the next four to five years.

    The seat-sharing with the TDP has caused widespread resentment. Leaders are accused of protecting their own interests. What's your comment?

    No, no. We have national priorities. We have to retain 36 Parliament seats from Andhra Pradesh. Keeping that in view we had to sacrifice some Assembly seats. There will be some dissatisfaction.

    Recent incidents of indiscipline suggest your party is no different from others.

    Ninety-nine per cent of our cadre is disciplined. You can't compare the BJP with the Congress.

    In spite of all that the election committee finalised the list. But the Congressmen are not in a position to do that. They are sitting in Delhi to finalise their list.

    The BJP revived the Telangana issue and shelved it for now. Is it not opportunistic politics? How will the Congress-TRS alliance affect the BJP's chances?

    No, it is not opportunistic politics. I want the country to prosper. A separate Telangana is not a priority issue. Though we have the concept of smaller States, we have kept aside the issue as our governance is based on [the] NDA agenda.

    The Congress-TRS alliance will not affect the BJP's chances as there is no Telangana sentiment. The farmers want water and current. Those are the real issues.

    Was the Chief Minister, N. Chandrababu Naidu's decision to dissolve the Assembly on the naxalite issue a mistake? Do you support the idea of holding talks with the naxalites?

    What Mr. Naidu did at that time was correct. It is not a small issue. The State's development depends on peace.

    It is not wise to call for negotiations unless they [naxalites] openly denounce violence and declare commitment to the power of ballot.

    The Congress, which banned the PW when in power, wants that talks should be held. It is a very irresponsible party.

    How do you justify fielding a rank outsider like film actress Vijayashanti from the Hyderabad Lok Sabha segment?

    I don't want to split the majority votes. She has charm and appeal. Victory will be ours if we get 75 to 80 per cent of votes in the three rural Assembly segments — Tandur, Chevella and Vikarabad.

    Her appeal would have an impact on Muslim women. It will be a big advantage if we get 2 to 3 per cent of [the] minority votes.

    KADIRI (ANANTAPUR DT.): State unit president of Bharatiya Janata Party (BJP) Bandaru Dattatreya predicted that his party will return to power at the Centre in the next elections and said problems of farmers would be BJP’s election agenda.

    Speaking at the Rayalaseema zone Assembly and Parliamentary constituency convenors’ meeting here on Thursday he asked the party leaders, activists and workers to make use of the ‘political uncertainty’ and convert public support into votes in the next elections.

    The previous NDA rule was far better and the present UPA government had simply renamed most of the schemes introduced by the former, he claimed.

    He said the Manmohan Singh government at the Centre was the weakest one in the recent decades.

    The current developments indicate that elections could be held in November.

    Instead of cornering the government on the abnormal rise in the prices of essential commodities and other problems concerning people the Left was hanging onto nuclear agreement issue, he felt.

    He flayed the claims of the Congress government on the welfare of farmers and sought to know why 5,468 farmers had committed suicide in Andhra Pradesh alone during the last four years.

    There was no clarity on the loan waiver scheme as the State and Central government were claiming a relief of about Rs. 13,000 crores in the State while RBI was putting it at Rs. 9,860 crores.

    No bank has prepared the lists of beneficiaries so far, he said and stated that the BJP would waive loans up to Rs. 50,000 if it was voted to power in the next elections. The BJP would soon take up an exercise to elicit the opinion of farmers and general public on loan waiver and prices of essential commodities.

    Later, speaking to newspersons he said the political scenario in the State was leading to an uncertainty due to changing equations in political parties and the TDP was losing ground in Telangana.

    The BJP would go it alone in the State in the next elections and contest all Assembly and Parliament seats. The party would allot one-third of seats to women.

    Telangana issue

    He reiterated that BJP was in favour of smaller States and Statehood for Telangana was possible with BJP alone. The party was ready to support a Bill for Telangana even if it was moved in Parliament now.

    Farmers were being deceived in land acquisition of SEZs and industries, he added.
